I have submitted a complaint to Internic about a website using fraudulent registration data in order to conceal the identity of the domain owner/registrant.
Internic didn't bother to communicate with me after I submitted & confirmed my last complaint filed in Oct. 2007. I've refiled a new complaint.
Can anyone give me advice about how I can pursue this matter more vigorously & successfully within ICANN/Internic?

My worry is, could an ISP have a better control over the address space given to the end user (CPE)? considering that for a CPE that needs only one and just one link would receive a prefix /64.
My point is that in that condition in a extended period of time result in a waste of IPv6 addresses, despite of the huge address space.
The bottom line: Could the Local ISP offer a fixed prefix like 2001::/96 or /100, to the end user (who have several PCs in the network that need to be reachable from the internet). All of these without going away from the RIR specification for the ISP and keeping routing efficiently and a reduced size of routing table.
I have been the CEO of a small company here in the US for over 15 years. Shorty after going into business, my own name was stolen by an individual who tried to blackmail me. I had to go through the entire process of filing a dispute, but eventually got the name back.
I have heard rumors that ICANN will be charging $50,000 for domain registrations. This only benefits the rich and powerful companies that can afford it. This WILL create a disaster for small business, like mine that cannot afford to register my name at that price, even though it is not a common term and is Trademarked here in the US. However, if some large company wants to put me out of business, yes the Internet is now that important, they could. I would either have to pay the $50,000 (which I cannot afford) or take them to court, which would be just as expensive.
The solution to this is simple, and I beg ICANN to consider this option:
If a company has had a registered domain name, for over a set number of years (3-7 years), and the registered name is the same as the Trademark owned by the company or person, then the company should have the right to register the name under the new gTLD's for a normal fee, not $50k.
I am sure ICANN is trying to prevent cyber-squatters and open-up the Internet, not to put people out of business.
I do feel however, that such extreme measures, as rumored, will create a nightmare for companies like mine who have worked so hard to protect our name and trademark... and cannot afford to pay such a high fee to protect ourselves from those who have the money to put us under.

You're right. Not only people should be able to protect registrations but ICANN should introduce 'Title Deeds', where users effectively own the domain. My idea is the same as buying/selling homes.

With reference to your query regarding the cost of the new gTLD and the rumors of charges about US$50K, I would like to differentiate between a new gTLD and a new Domain Name (with a trademark).
1-1. The discussion about the new gTLD/sTLD/ccTLD are basically Top Level Domain Name suffix, such as .com, .net, .asia, .mobi, .info etc.
It is also called a Registry. The registry is not issued to a common public, but to the main selected Registry Operator (which could be any organization or any firm or might be individual).
1-2. The application fee to obtain this the Registry of new TLD was charged about US$50K (non-refundable) per applicant, during the previous rounds of introduction and allocation of new TLDs.
1-3. The “rumors” you heard through this public forum was actually a request to ICANN policy development authorities to revise the fee structure that major cost of the development process of introduction of new TLDs may please be charged by the winner of a TLD namespace, because a one who submitted application for a TLD but it was dropped due to any reason why he should pay the equal cost of the application comparing with the cost of the winner of TLD who will obtain the ultimate benefit. We suggest that the fee for new TLD applications should be divided into 3 parts.
Part-A: The cost of Initial Process on the issuance of new TLDs.
Part-B: The cost of Evaluation Process of Application, Applicant & the Proposed TLD.
Part-C: The cost of enabling new TLDs in root servers including operational/admin.
1-4. According to my rough estimate, the new IDN ccTLDs through a Fast Track will cost about 8 times higher then long-term future policy with the current fee structure.

2-1. The second level domain such as my-trademark.com, my-trademark.info or my-trademark.mobi. When a new TLD will be introduced, the common public and the trademark holders/owners (as registrant) are able to apply for their Trademark.NewTLD domain name during a period which is also called a sunrise period. During this sunrise period, Amazon, ebay, yahoo type trademarks are served through proper procedure and documentation. After this sunrise period, normally first come first server policy is adopted to issue the second level domain name.
2-2. The cost of this second level domain name varies from registrar to registrar from US$ 2.99 to US$35 per annum (renewable annually).

I think your concern is with the registration of a new domain name (which is actually second level domain name) with the suffix of any newly introduced TLD. If I am right, the cost of US$50K has no concern with you because you only have to pay from US$ 2.99 to US$35 per annum to the registrar.
However the cost to the Registry is too high to those who are small organizations. You are right to say that
“This only benefits the rich and powerful companies that can afford it. This WILL create a disaster for small business”.

In the beginning of the public Internet, over 10 years ago, there existed "guidelines" that one could register a .com domain for a business, a .net domain if the organization was invloved in the Internet infrastructure, and a .org domain for non-profit organizations. Very shortly it became clear that these were not regulations or rules that had to be followed, so they were not followed. People registered .net and .org domains to compete with .com for-profit businesses. Where the owner of the .com domain could, they bought the .net and .org equivalent, but they were not always able to, and often speculators registered the .net and .org equivalent to sell to the .com domain holder. ICANN facilitated all of this by having "guidelines" and "recommendations" - which don't work in the real world - rather than rules and regulations.
Then ICANN, over our objections allowed more direct competitors to the .com business website, .biz and .info, to come into existence, so that a .com domain owner now had to spend about $100 to register 6 or 7 other gTLD's of its domain in order to protect its brand, and ensure that the public could find its web site and know tht its web site was the web site it was looking for.
Then many country code TLD's (ccTLD's) began to use their domains as gTLD's and to sell them to compete in the .com for-profit space. These include, .bz, .tv, .am, .fm, .us, .cc, .ws, .nu, etc., as well as the many country code top level domains which are used by their national groups, like .fr, .co.uk, .de, .ru, etc.
The problem for a domain owner [and I use .com as an example, because it was the original gTLD that was for everyone (except non-profits and internet infrastructure organizations)]; is that there are about 20 or more truly global TLD's in which they must register their domain in order to protect their brand, and to make it clear to the public (the human behind the interent broswer) where their web site is on the internet, and to make it simple to find them, and to alleviate or reduce confusion from similar names.
This is becoming very costly, so that instead of one $10 annual fee to register and renew a .com domain, now one has over $200 (and rising, since ICANN ilegally, in our opinion, raised prices and started taxing domains which were already registered) in annual expenses, and with ICANN's current decisions to allow just about any gTLD if the group can afford to pay ICANN's fees and has enough money to hire a DBA to run the domain database and build and maintain a functioning web site, there could soon be hundreds of competing gTLD's.
The problem with this is two-fold:
1.) The cost to the individual or little start-up or home based business of maintaining its domain and brand will soon become tens of thousand of dollars or euros a year. Domain prices will average $50 a year in ten or twenty years if ICANN's domain tax and registry price increases on registered domains are not disallowed, as they MUST BE.
2.) Even more importantly, people will not be able to remember which web site they wanted to go to - where they could find what they were looking for - where they wanted to return to.
For example, I run a company called LowestPriceDomain.com which has owned that domain for many years. When other gTLD's have arisen, we have tried to buy them, but it is getting expensive, especialy since we only make a gross profit of $0.50 or less on each transaction (each domain sold or renewed or transferred in). It is very expensive to have to register scores or soon hundreds of other gTLD's in this domain name (LowestPriceDomain) in order to protect our brand, and we do not have the money to do so.
How will the public be able to differentiate between our site LowestPriceDomain.com and a competitor, who has LowestPriceDomain.store or LowestPriceDomain.shop? Look at the following list and ask yourself how easy or hard it would be for you or the average person to know what exists at each site without trying them all out in your browser (which would take far too long):

And so on ... it will lead to absolute confusion, and people will not be able to remember one web site from another based on their names. People will not be able to differentiate one web site from another based on their names - and this is a disaster in the making, since we humans use names for everything. We use Language, and by allowing more gTLD's we are creating great confusion in the language of the internet. Search engines will not help us here very much, and it is wrong anyways to allow search engines to have control over a company's brand simply because ICANN and the registries want to make more money each year.
We think this whole thing needs to be thought out much more carefully, and that and decision should be not be based on more revenues to ICANN and the registries and the registrars ( i.e., more domains to register, tax, and increase prices on, etc.) as just about all decisions ICANN has made in the past were based on.
We are going to lose the ability to easily navigate the Internet with words (names) if we allow ICANN to proceed with this folly. Furthermore, just like ICANN's (illegal, we believe) annual tax on domain names and it's illegal, we believe, approval for the registries to raise renewal fees by 7% a year on domains already registered; the rights of the existing domain holders are being trampelled upon without regards to legality or fairness.

I have already made a complaint on this, but there has been no real response yet, except from GoDaddy, which says that they are not going to fix this.
The problem is that when I enter my phone number correctly, as +358.5056xxxxx in their contact editing page, it shows as 5056xxxxx in the whois data. There is no way to have the contry code shown, except entering it as +358.3585056xxxxx and even in this case it shows as 3585056xxxxx in the whois data.
This is potentially another way for GoDaddy to make contact info invalid, and grab domains from their rightful owners.
I "registered" my names thru them the last few times... tell me if 870-886-xxxx shows up ...I dont care if anyone was to call this number as I will let them know if I want them to be calling or not np

You need to do something about Future Media Architects. They have hoarded over 100,00 domain names, has been holding them for over 10 years and have been redirecting to nothing but a single search box on of the links is http://media.com. That means over 99,999 domain names that could be useful aren't being used except to redirect to parked page that's been the same for 10 years. And they will not sell any of them. I know some people may not sell some of their's but I mean come on 100,000 domains he probably doesn't even know what most of them are. The man behind this calls them his masterpieces -- they are not art but the public's things, in a way. I mean it's like somebody walking a up to monument belonging to the public and claiming it as their own and not letting anybody look at it or whatever people do around a monument. I can't do anything because I don't have the ability to. So please ICANN for the sake of the internet community give them back the ability to register useful domain names and look into Future Media Architects. They're crapping up the net.
Why does ICANN have the 5 day refund policy for registrars?
This is only an invite for domain fishing i.e. register and park domains and keep the ones that get enough type-in traffic to cover the registration fees. An invitation to SPAM in other words.

I understand you are used to a different type of forum, and if a lot of people feel that that sort of model would work more effectively, we will look into it, but at the moment we have this system as it ties in closely with the other ICANN sites and so allow for wider content sharing.

Chat is automatically available to logged in users on most open session pages. If you are not seeing a chat panel, and you are logged in, chat may not be available for that session.
If you go to to networksolutions.com and search for a domain name the following will happen:
Within no time networksolutions will have registered that domain themselves, locking you into buying it from them.
Of course it is very overpriced.
That's extremely unfair and is not good practice.
I know that their at this moment is no rule against such bad behavior but ICANN should issue a new policy to solve that, because if any registrar did that...
...and its simply unethical.
Please lets act and stand against that fraudulent behavior.
Why is ICANN not doing anything about "leech" behaviour when it comes to purchasing domain names. I find it really frustrating that aside from companies that actively engage in "front running", there are others who have just snapped up domains in bulk with a view to selling them on for hundreds if not thousands of dollars.
For large corporations this kind of money may not be a problem, however for already financially challenged charities, institutions, health organizations and so on it is impossible to have to submit to such unethical behaviour.
In my view there should be a rule which disallows one to sell a domain for more money then domain names currently sell for. If this is legally not possible, then ICANN should come up with alternatives that address not only future purchases but also domains that have already been snapped up by scrupulous companies. For instance there is no reason why any company or organisation should own hundreds of domains. Similarly any domain owned by a company but not being used in a meaningful manner and only having advertising or domain resell should have their domains forcibly made avilable for sale. Another measure would be domain churn - I suspect that bulk purchasers are buying a selling a lot of domains all the time.
If ICANN does not get tough then there will be no reason for ICANN TO exist. We may as well have chaos like we do today. Perhaps it may be appropriate to also check to see who is represented on ICANN's decision making boards - are these people mostly working for registrars and leech companies - after all it would be in a registrars interest to sell as many domains as possible and so bulk purchases are great for business.
At the end of the day, ICANN should in my view serve the needs of larger society and public. This cannot be achieved if the majority voice in ICANN is from people who have a financial interest in the buy/sell/management of domains.

Many people register domain names for immediate advertising income or future development. It would not be appropriate to penalize the people who have taken the time to do the research and make the investment to acquire their names. I would like to build a house on the beach and when I drive down the beach, I still see land that does not have any use. It just sits vacant. However, the owners usually want hundreds of thousands or millions of dollars for their land, many times more than they paid for it in some cases. Do you also think that the owners of this beach property should give it up to me because I want to make a legitimate home for my family there and I cannot afford their price?
No one is building any new beach front property in Florida. There is good news for you though. ICANN is creating a solution for those wanting a new domain names. They are in the process of allowing the creation of new gTLDs. There may be thousands of new gTLDs and an infinite supply of domains available soon.

The last date is 15 Feb, Neelam - the last day of the conference i.e. there is a registration desk at the venue and you can turn up and register anytime.
However if you are coming from outside India, you will probably need a visa and that takes anything from three days to two weeks - so you would have to apply now. If you are Indian, you just have to get to Delhi (and find a hotel room).

that time, I'll be on the plane. Compared to the new
gTLD's workshop in LA meeting, this one won't last too
long (only 1 and 1/2 hours). Do you think there'll be time

If you post some questions, I will do my best to get them raised during the meeting. Usually there is someone watching the chatrooms during a meeting (often me) who then reads out people's questions, but if you are on a plane, then posting questions to the Delhi meeting site would be a good start.

I found in a blog, and I verified, that networksolusions behave badly. I found no broken rules, so I ask the board to check if ICANN should issue a new consensus policy to solve such missuses.
The problem:
As user I sometime I check from registrar if a domain is available, and only later (maybe after some days) I register it (if it is still available, but usually it is).
But Networksolutions will register the domain few minutes after the check, for one year.
I'm very disappointed about such abuse. I really think that registrar should do fair games on registrar tasks.
Please could someone let me know as to when exactly is the New Delhi Meeting starting? Is it 9th 0r 10th as there are conflicting dates on the website del.icann.org.
Being a student of law my area of interest revovles round UDRP norms. So i wanted to enquire whether the same will be given due attention during this meeting?

The meeting will start on Sunday 10th, but there will be a few meetings of a few groups on the Saturday. Mostly these are closed groups so if you haven't heard about them, chances are that they won't involve you.

I'm a newbie so I hope someone will direct me to the right place. I was wondering if there might be a public forum to discuss issues of registration fraud & how to address it in terms of ICANN. Beyond reporting it to ICANN, I'd like to find out what recourse I might have beyond that, & what ICANN will/can do about it vis a vis the registrar.

What would it take to propose and create a new TLD for a region? The European union has .eu In the Caribbean we have both CARICOM and OECS and neither has an allocated 2 letter domain as far as I know.

Does anybody knows how to create a ccTLD Domain? I know that there's a ccTLD for Tokely Islands (in the Pacific), it is www.domainname.tk (you can go to www.dot.tk) . I want to know how to create something like that, for example www.domainname.rj (for Rio de Janeiro, instead .br of Brazil), and all the ccTLD for the region in a country you want. The only limitation could be that the two letters weren't free. Thanks.
That standard, in turn, takes the country list from the list of member nations of the UN, member nations of UN agencies and a UN list of regions created for statistical purposes.
None provide a way for you to add yourself to the list. Certainly there are cities which found suitable ccTLD's, such as Toronto (.to) and Los Angeles (.la) - domains which seem to be popular in Tonga and Laos for some unknown reason. Getting the United Nations to recognise Rio de Janeiro as a sovereign nation, however, would likely be a major uphill battle.
Sure, Pitcairn Islands (.pn, population 47, of Mutiny on the Bounty fame) and US Minor Outlying Isles (.um, population 0, of US Guano Act of 1856 obscurity) made this list - and there's even a Google rebranded to display as google.pn
Nonetheless, if Rio wants a top-level domain, the only way may be not a ccTLD but a three-letter sponsored sTLD. Much like .asia is being created and .cat (Catalan) exists, .rio might be an option if you have many thousands of dollars and enough technical resources to go pitch the idea to ICANN.
It'd still be a difficult uphill battle, although some in .berlin .nyc and .paris are trying to get their cities through this long, difficult process so that they can feel as important as TO and LA.

If you go to to networksolutions.com and search for a domain name the following will happen:
Within no time networksolutions will have registered that domain themselves, locking you into buying it from them.
Of course it is very overpriced.
That's extremely unfair and is not good practice.
I know that their at this moment is no rule against such bad behavior but ICANN should issue a new policy to solve that, because if any registrar did that...
...and its simply unethical.
Please lets act and stand against that fraudulent behavior.

leech behaviour
Why is ICANN not doing anything about "leech" behaviour when it comes to purchasing domain names. I find it really frustrating that aside from companies that actively engage in "front running", there are others who have just snapped up domains in bulk with a view to selling them on for hundreds if not thousands of dollars.
For large corporations this kind of money may not be a problem, however for already financially challenged charities, institutions, health organizations and so on it is impossible to have to submit to such unethical behaviour.
In my view there should be a rule which disallows one to sell a domain for more money then domain names currently sell for. If this is legally not possible, then ICANN should come up with alternatives that address not only future purchases but also domains that have already been snapped up by scrupulous companies. For instance there is no reason why any company or organisation should own hundreds of domains. Similarly any domain owned by a company but not being used in a meaningful manner and only having advertising or domain resell should have their domains forcibly made avilable for sale. Another measure would be domain churn - I suspect that bulk purchasers are buying a selling a lot of domains all the time.
If ICANN does not get tough then there will be no reason for ICANN TO exist. We may as well have chaos like we do today. Perhaps it may be appropriate to also check to see who is represented on ICANN's decision making boards - are these people mostly working for registrars and leech companies - after all it would be in a registrars interest to sell as many domains as possible and so bulk purchases are great for business.
At the end of the day, ICANN should in my view serve the needs of larger society and public. This cannot be achieved if the majority voice in ICANN is from people who have a financial interest in the buy/sell/management of domains.

Many people register domain names for immediate advertising income or future development. It would not be appropriate to penalize the people who have taken the time to do the research and make the investment to acquire their names. I would like to build a house on the beach and when I drive down the beach, I still see land that does not have any use. It just sits vacant. However, the owners usually want hundreds of thousands or millions of dollars for their land, many times more than they paid for it in some cases. Do you also think that the owners of this beach property should give it up to me because I want to make a legitimate home for my family there and I cannot afford their price?
No one is building any new beach front property in Florida. There is good news for you though. ICANN is creating a solution for those wanting a new domain names. They are in the process of allowing the creation of new gTLDs. There may be thousands of new gTLDs and an infinite supply of domains available soon.

The last date is 15 Feb, Neelam - the last day of the conference i.e. there is a registration desk at the venue and you can turn up and register anytime.
However if you are coming from outside India, you will probably need a visa and that takes anything from three days to two weeks - so you would have to apply now. If you are Indian, you just have to get to Delhi (and find a hotel room).
Any other questions, just ask.

I'll be in Delhi until Feb 13th's night. Unfortunately, I won't be able to attend the new gTLD's workshop as, at
that time, I'll be on the plane. Compared to the new
gTLD's workshop in LA meeting, this one won't last too
long (only 1 and 1/2 hours). Do you think there'll be time
for people to make comments, questions,etc?
I would like to post a few comments/questions concerning
the new gTLD's, but I'll be flying at that time. Does
anyone now if it's possible to post a question ahead of
time?
And, last thing, does anyone know if we can attend the

registrar misuse of domain check
I found in a blog, and I verified, that networksolusions behave badly. I found no broken rules, so I ask the board to check if ICANN should issue a new consensus policy to solve such missuses.
The problem:
As user I sometime I check from registrar if a domain is available, and only later (maybe after some days) I register it (if it is still available, but usually it is).
But Networksolutions will register the domain few minutes after the check, for one year.
I'm very disappointed about such abuse. I really think that registrar should do fair games on registrar tasks.

The meeting will start on Sunday 10th, but there will be a few meetings of a few groups on the Saturday. Mostly these are closed groups so if you haven't heard about them, chances are that they won't involve you.

I'm a newbie so I hope someone will direct me to the right place. I was wondering if there might be a public forum to discuss issues of registration fraud & how to address it in terms of ICANN. Beyond reporting it to ICANN, I'd like to find out what recourse I might have beyond that, & what ICANN will/can do about it vis a vis the registrar.

What would it take to propose and create a new TLD for a region? The European union has .eu In the Caribbean we have both CARICOM and OECS and neither has an allocated 2 letter domain as far as I know.

ccTLDs domains
Does anybody knows how to create a ccTLD Domain? I know that there's a ccTLD for Tokely Islands (in the Pacific), it is www.domainname.tk (you can go to www.dot.tk) . I want to know how to create something like that, for example www.domainname.rj (for Rio de Janeiro, instead .br of Brazil), and all the ccTLD for the region in a country you want. The only limitation could be that the two letters weren't free. Thanks.

The two-letter codes for the ccTLD's are taken from an ISO standard, http://en.wikipedia.org/wiki/ISO_3166-1 alpha-2
That standard, in turn, takes the country list from the list of member nations of the UN, member nations of UN agencies and a UN list of regions created for statistical purposes.
None provide a way for you to add yourself to the list. Certainly there are cities which found suitable ccTLD's, such as Toronto (.to) and Los Angeles (.la) - domains which seem to be popular in Tonga and Laos for some unknown reason. Getting the United Nations to recognise Rio de Janeiro as a sovereign nation, however, would likely be a major uphill battle.
Sure, Pitcairn Islands (.pn, population 47, of Mutiny on the Bounty fame) and US Minor Outlying Isles (.um, population 0, of US Guano Act of 1856 obscurity) made this list - and there's even a Google rebranded to display as google.pn
Nonetheless, if Rio wants a top-level domain, the only way may be not a ccTLD but a three-letter sponsored sTLD. Much like .asia is being created and .cat (Catalan) exists, .rio might be an option if you have many thousands of dollars and enough technical resources to go pitch the idea to ICANN.
It'd still be a difficult uphill battle, although some in .berlin .nyc and .paris are trying to get their cities through this long, difficult process so that they can feel as important as TO and LA.
