Actually Internet connectivity is the responsibility of National/Local Government and the Business Community (the so called IT policy makers) of the Country. Who decides the selection of pipelines to bring the internet to their Country. One time investment on the cost of international bandwidth will be paid back by the usage by the community. Government and the Business community had to decide to invest larger amount on high bandwidth today to take benefit in the future or to wait till the cost will reduce to lay bigger pipeline of Internet (fiber-optic).

Whereas the presence of the Nigerians on the Internet may relate to ICANN and IANA policies. ICANN provides the provisioning for new Top Level Domains and maintain their link with Domain Registrars through contract agreements. ICANN fee for a new domain registration is very nominal, so we should not assume that it may reduce further, but the cost of the new TLDs is so high which may not be affordable to the community members who belongs to under developed/non developed countries. This cost of new TLDs Registry is with in the control with ICANN. ICANN may be requested to arrange to accommodate under developed countries within its policies for the Introduction of new Top Level Domains. Once the registry is provided to them on a nominal cost, the registrar will also charge low cost for the registrations.
However, if a community needs low cost solution for domain names, they are suggested to use sub domain (three level domain names). It will cost them only registration of a single domain and a joint web hosting mechanism.
